Meanwhile, Louisa Harrison-Walker, executive director of the Sheffield Chamber of Commerce, said on Sky News: “We’ve got some very serious concerns because 94pc of the businesses in our region are micro SMEs and a lot of those have fallen into the excluded and forgotten gap.

“So we desperately need to look at some fiscal measures that support businesses rather than just employees or we’ll end up with higher unemployment rates and business failures.”

However, hospitality bosses also warned that tightened tier 2 restrictions could have a devastating impact on trading. Under the new controls, pubs and restaurants will have to serve a “substantial meal” with alcohol, and only people from the same household will be allowed to socialise together indoors.

Earlier on Thursday, Simon Emeny, the chief executive of pub chain Fullers, warned that added restrictions in tier 2 post-lockdown would make almost three-quarters of the UK’s pubs unprofitable, meaning they are unlikely to reopen.

Rival chain Mitchells & Butlers revealed this week that it had cut 1,300 jobs since September, highlighting the pressures on businesses.
